I thought the biggest problem was that these trucks would be driving to what is basically empty coastline. Like, let's say you COULD get enough trucks there - how would oil go from trucks to ships? He thinks the ships can just pull up on a beach and the trucks will tip it in?
The release shows panic. And the markets know that once the released amount is finished with (about 16 days' worth of oil through Hormuz equivalent), then if the war hasn't ended there's far less reserves to dip into.

Having no targets left of value isn't the strength he thinks it is. It means he has almost nothing to threaten or hit them with, while they keep Hormuz closed and see him & markets panic (that panic barely getting started).
