My elementary school had one almost exactly like that. I severely sprained my ankle on the slide, and everyone, including the teachers aids just left me there after lunch. I couldn't walk on my own. I was there for over an hour alone until another teacher saw me through the classroom window.

Honestly, this depends on why you aren't qualified for a position. I'm absolutely qualified on a knowledge level for a higher position. But I have mental health issues that prevent me from holding any. (Tried) But I can absolutely train anyone incoming for any position in my department.
