Totally agreed that you can't have multiple middle people in the agency model; Apple would likely have been wise to offer some split for digital goods since even 10/20 or 15/15 is still basically a license to print money — especially for games
When that became untenable and they extended post-install purchases to free apps, they made it IAP only for the same reason
and they'd effectively stop making any revenue from the App Store (which much would later be the main driver behind promising to double services revenue in 2 years)
So, first, they announced that free apps had to stay free, and only paid apps could offer post-install purchases

My recollection (and it might well be wrong!) was that Apple thought if they allowed alternate in-app (or from-app to web), every app (and game) on the store would go free with alt IAP or web links
