"Could" is doing a lot of heavy lifting. Does Trump want to hurt Canada? Obviously. Without a major investment, VZ can't produce enough and that will take years. Trump will not be in office once the production is up. It's a gamble that few Big Oil players seem interested in.
Exactly, so how could the VZ oil be cheaper than from Canada, which is stable and right next door? Canadian tar sands are close to the surface and easily mined. Most reserves in VZ are under the ocean, which makes things a wee bit harder.
The surface temperature has nothing to do with it, as the oil is thousands of feet down and quite warm (100-300 degrees F) already. To increase production, billions will have to be spent with no guarantees of any political stability or price per barrel.
There is no oil in the Americas that is profitable at $15-20. That ship sailed a long time ago.
