Crucially though, the new legislation will not give Naval officers the power to seize vessels on national security grounds. They will still need authority from other agencies (Customs, the Garda, Sea Fisheries etc)

For the first time, the Naval Service will have clear legal powers to protect Irish waters, without first referring to another agency (Coast Guard, Customs etc). Fairly crazy this is only happening now but there you go
