Crucially though, the new legislation will not give Naval officers the power to seize vessels on national security grounds. They will still need authority from other agencies (Customs, the Garda, Sea Fisheries etc)
For the first time, the Naval Service will have clear legal powers to protect Irish waters, without first referring to another agency (Coast Guard, Customs etc). Fairly crazy this is only happening now but there you go

The money comes from the National Development Plan 2026-2030 which has already been budgeted and has to pay for radar, sonar and new aircraft and ships, leaving little left over for armour. But you would know that if you read the article
The new armour programme will transform the Irish Army from a light infantry force, with limited armoured elements, to an heavily mechanised force equipped with modern armour and powerful weaponry. Where the money will come from is another matter.
