The transfer goes to Ukraine because any war increases the demand for physical cash as a sort of safe haven. Even the Swedish government recently urged citizens to have a cash reserve, and they are not even in the hot war yet.
Transfer of cash is still necessary, individual banks and ATM machines have to have enough cash etc. It is just a standard commercial activity that is involved in the work of any bank in the world.
