My personal view is that over a set limit e.g. 20
car parks, free parking for a business should be banned and they must charge for car parking at a rate that covers the cost of providing it. In exchange, the direct cost of goods and services from that business should be cheaper.

I fully agree that they need to make Market Street South in Blenheim a pedestrian mall. There is plenty of car-parking and access from the side streets so no need for vehicles to be there at all.
