But the erosion of global arms control weakens the normative environment that supports restraint, transparency, and predictability.
When major powers appear unconstrained, arguments for restraint carry less weight.

Compressed geography, short missile flight times, forward military deployments, and recurring crises mean escalation windows are extremely narrow.
Even small shifts in risk tolerance can have outsized consequences.

1988 Agreement on Non-Attack of Nuclear Facilities and missile test pre-notification.

For decades, U.S.-Soviet &later U.S.-Russia arms control, from SALT I &SALT II to START I &New START Treaty, demonstrated that nuclear rivals could accept limits, verification, &transparency.
That example shaped global expectations of restraint.
Even outside the NPT, nuclear rivals took note.
