wouldn't that also... deter shoppers from shopping there? I know I sure as hell wouldn't shop someplace blasting high-pitched noises right in their own parking lot. The lengths they are willing to go to be hateful literally involve shooting their own business in the foot.

I really hope that Washington can step up to fill in the gaps in funding due to this malignant federal policy. $120mm in lost grants is a lot, but less than I thought for a state of WA's size. The correct response for WA is to make sure none of our vulnerable neighbors end up on the streets.
