After more searching, it’s Iron Hill Road off of Baker Steet in the Logstown area of Alquippa. The buildings were abandoned in the 1980’s and torn down.

I searched a bit and I believe it’s West Aliquippa looking east to the Jones and Laughlin steel mill on the Ohio River.
