Looking at the changelog over on itch, not being able to hear enemy footsteps was in fact a bug and it's fixed in the latest version (R4).

But yeah. You like stealth games? You like immersive sims? Go try the demo.
For example being able to kill the main lights in a room, but keep smaller desk lights on by interacting with them.
I'm a smooth brain so I haven't finished the demo level yet (can't find Lab D). I found a key for it, but it was completely hidden in the dark. I found it by pure chance.
Stealth is also light-based. You're invisible in the dark but enemies can still bump into you so beware. The very high contrast between light and darkness makes it very easy to gauge how hidden you are. Lighting is overall exquisite, though I wish there were more possibilities to tamper with lights.
You also make sound while moving, dictated by how fast you're going and the type of surface you're walking on. At the moment in the demo it is impossible to really gauge where an enemy is with sound, since I don't believe they make any footsteps (yet), so you have to rely on visual cues.
You can KO people using a snap of your fingers, but they're only KO'd temporarily. If you get spotted, you have one minute to KO the enemy(ies) who saw you and wipe their memories, otherwise the mission fails. The demo level is very nice and very open. Outside windows, vents, rooftops. You name it.
I played two good hours of Noirmancer. I like it! The array of powers is very cool: you can shrink yourself and squeeze in impossibly small passageways (and make no noise while running), you can turn into mist, you can create noise-dampening platforms you can use to reach other places.
