Sad state of affairs for transmission of cultural knowledge.
I think it was the shift to BYOD in early 2000s as there was a strange assumption that if the students had to tools they could negotiate the digital landscape independently. There was more explicit teaching of both ICT and DL when computer labs were the norm.
