Israel "created" Hamas and Hizballah. Hizballah is a direct response to the Israeli occupation of Southern Lebanon in 1982 and the atrocities that followed. It's a self-defense force of Shia people that is the only reason that today we don't see 500,000 settlers on their land like in the West Bank.

Hizballah are locals and the only force that can protect Shia people in the South. They moved away from the border, and when Israel attacked, the regular Lebanese army just ran away, and Hizballah had to return. Syria has no Hizballah and Israel just grabbed its territory for the settlers last year.
