if one of your follows is following 5000 people, you're (proportionally, not absolutely) less likely to find the candidate in their following list. another approach is to only search the following lists of mutuals the user has recently interacted with
something that might solve this and also the speed:
instead of sampling every follow's follows (which is a superquadratic[1] nightmare drip-fed through rate-limited network IO), sort follows by number of following and only scan the following list of those with sufficiently low numbers
