A DHS spokesperson told WIRED on Monday, “Any allegation that DHS adopted a policy making Privacy Threshold Analyses exempt from the Freedom of Information Act is FALSE.”

Internal emails show otherwise.

On December 3, the DHS Privacy Office announced a "major change" that required all future PTAs to carry a disclaimer marking them exempt from public release. The disclaimer reads in full:

“This is a draft document that is pre-decisional, deliberative, and is designated For Official Use Only. It is subject to the deliberative process privilege and attorney client privilege. It is not to be released, shared, or distributed outside of authorized channels without prior consultation and approval from the Department of Homeland Security Privacy Office. Unauthorized disclosure may result in administrative, civil, or criminal penalties.”

No, it's already under them. The geological work is under Interior. The weather stuff is under Commerce, as the NOAA and the NWS. They're not run by the DHS.

You could arrange it like the NTSB or the NRC, where you have a board in charge. It wouldn't be immune to influence, but it'd have to be a deliberate effort over a long period of time.

If it's threats by individuals or groups, that's the FBI. If it's threats by objects, pollution, or other issues, it's the EPA or the NRC for nuclear threats. If it's issues like land subsidization or flooding, that's absolutely emergency manager work.

Oh, there's going to need to be trials, mass firings, and a lot of new legislation. Getting ICE to stop is priority one.

Shuffling around departments to rationalize it and make it harder is like priority 14, IMO. Still important, but there's a dozen things to be handled first.

Nah, you wouldn't put the data collection agencies under anyone else. You'd just have the planning group for FEMA be under FEMA. They can get their data from the same sources.

That would make sense. The organization that assesses threats and makes plans for those threats being part of the organization that then executes the plans..

Yeah, that seems kinda silly. If their job is to coordinate between, say, the FBI and border control, then you could just eliminate that by putting the border control guys under or as part of the FBI.

Nah, I mean their information systems. Info on weather, for instance. Same with geological surveys and hazardous materials information.

Couldn't they be? I mean, after you strip 90% of the garbage out, you'll still need some border guards and things like port and cargo inspections. Some could be under some form of INS, which needs some real legislation written for it, and the port services would be under Commerce.

For threat assessment capabilities, FEMA doesn't need anything military. Risks of earthquakes, hurricanes, tornadoes, droughts, etc, aren't politicized outside of Trump.

It'd be easy to split FEMA off. USCG should be in DoD. Civilian-only rescue divers, say for inland waters or such, can be under whatever relevant state authorities and don't need to be federal, if they aren't just private. After all, it isn't a problem if non-feds have rescue divers.

FEMA is well known to be separate, and frankly, I don't see why the USCG can't cover things like rescue divers. As for the 'anti-terrorist' stuff, dump it, IMO. That's what a functional FBI is for.
