Competition. Iran is a huge pistachio producer, but California overtook them under tariffs & sanctions. The JCPOA was a huge threat to Big Pistachio.
Fun quirk of interest group politics: the American pistachio industry is one of the biggest corporate cheerleaders for aggression against Iran.
