3) Enviro NGO's have small budgets, so they have to make hay with the tools they already have. That usually means working on projects where the IUU fishing happens to strenegthening those laws instead of lobbying a superpower who isn't inclined to listen to you in the first place
1) Google is right there, this is not hard. 2) Focusing solely on China gives a pass to the other countries (some of them European) who have companies that ignore laws and regulations on illegal fishing.
