That said, not everyone likes messing about with finnicky UIs and implementations, so untrusted shortcuts can be a real issue.

I see one from 18.4 after a quick search:
"Impact: A shortcut may be able to access files that are normally inaccessible to the Shortcuts app"
18.5 doesn't seem to shortcuts-related fixes. However, reading through the security content of many of these iOS releases makes my skin crawl.
