What alt text you provide for an image depends on its purpose and its audience. You describe it differently for a children’s book, for an encyclopedia, for a science fair, for a scientific paper, for a test, for a collage
For some uses, the entire alt text is the title of the graph, or “a graph”
Today, I give thanks for the alt-text required default setting of Bluesky. It has gotten me so well trained to do alt-text that it is now second nature to add it to all documents I now have to fix for work. This is painful and new for others but not me.
