Yep, probably he or she is just interested in something specific, like that one journalist or a feed, but doesn't want to do mutual support thingy. You don't have to follow them if you don't feel like it is worth your energy.

I'm not sure about following zero or one person specifically, but I'm personally a bit critical of whom I follow. I use onlyposts feed and try to read each message. Maybe that person gets all their info from some kind of feeds as well and is not interested in following someone specific.
