Honestly wish I could think of a way to verify someone identity and keep that info anonymous or encrypted. If you take at face value that legislators are trying to find a way to reduce harm this is admirable. The trick is doing this in ways that cant be abused.

I like to think this is essentially what I was trying to convey. There is a larger population looking for starter homes than there is a population with a mid level home looking to upgrade.
