Will you still have drug use? Yes. Will you still have needles laying around? Probably *but there will be a lot less* AND you've directed members of the community to a place that can give them the help they need.
... solutions look different. The problem isn't that people are doing drugs in the library, the problem is that needles are unsafe.
So... safe disposal? Needle exchange? Even just *a flier listing nearby needle exchanges??*
Better? Ok. We obviously don't live in that world. And there is behavior that is so disruptive or unsafe that someone isn't a good fit for that space on that day (ie: needles laying around)
But if we start from a position of radical compassion (the word used in the literature)...
In a perfect world all the staff is trauma, first aid, and NARCAN trained and there's a social worker to help people access the adequate and well funded services available.

You are not. You are part of this community. The library is for this community. The unhoused, the people affected by addiction, the mentally ill, are also part of the community. That means the library is also for them.
Now, drugs (and especially overdose) is a very serious problem in library spaces
