The idea that we could just unplug a bunch of shit from a complex system and then simply "turn the good parts back on again" shows such a fundamental misunderstanding (or deliberate misreading) of how systems work.

So you want to make it so it's impossible for normal people to do the job without graft? I don't deny that there is corruption but cutting the pay makes it so the corruption is *required*.
The donors don't (legally) give them their personal spending money, and reducing their base pay certainly doesn't reduce the incentive for graft.
