Going downhill cost you some charge. Not much, but I'm pretty sure (you know, physics) you won't get a net zero if you go downhill and then go back to the starting point.
Also: a parking spot is "easy", a parking spot with a charger nearby... not so much.
So places where EV are really easy to use because it's mostly plain land, a good electric infrastructure and easy regulatory plans.

With an ICE all I have to do is put a diesel tank somewhere and just use it when I need it if the local pump is out of order. Problem fixed.
That's not an extreme, that's how it works.
Let's say I retire and go live there: every time I need something from "the city" I have to take the EV, go down, charge, take the stuff, go up, find a parking slot, hope the cold doesn't fuck my battery.
When I went there with the groceries (like a week's worth of groceries) or other heavy/large stuff (like the gas cylinders, because that's how we warm up there since the houses are old and the electricity is EXPENSIVE) a diesel car is way more useful than any EV can ever be.
Parking is a nightmare in most places and space is scarce.
Not everyone has access to a private parking lot and public charger are going to become a nightmare once EV start spreading (like a plague), because those are slower than just fill a tank (and even filling a tank requires time and queues).
