โ€œOne reason I feel that we have so many mental health problems is because children arenโ€™t allowed to be children anymore,โ€ Donna Servideo says. โ€œThey donโ€™t have the play-based skills they need to succeed in life. So right now, Iโ€™m advocating for the right to play.โ€

โ€œWe need to think about the funding across the board. How do we make all those [providers] accessible and equally funded?โ€

โ€” Codcast: โ€œHow โ€˜universalโ€™ is universal pre-K?,โ€ by CommonWealth Beacon staff, March 1, 2026

โ€œWhat we have heard back from districts is, right now that they donโ€™t have enough space to serve all the children. This has been consistent over the past 25 years.โ€

โ€œThere are [also] geographical differences. In Western Mass, there might be a public school district, more family child providers, and not as many centers. In some of our larger cities, we have more centers. So thatโ€™s why I think you have to look at the local level.โ€

"When you think about schools, you know where a school building is, there might be three family child care providers on your way to that [school], but you just you donโ€™t see them.โ€

Amy Oโ€™Leary: โ€œI think part of that is understanding supply and demand. We know that often itโ€™s hard to see the early education and care communityโ€ฆ where are the providers?

Host Hallie Claflin: โ€œSo how can we make sense of how and why [preschool expansion] varies so much from city to city and district to district?โ€

โ€” Healey has called for universal pre-K in every Gateway City by the yearโ€™s end. Providers say they wonโ€™t get there, by Hallie Claflin, CommonWealth Beacon, February 18, 2026

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 0 ๐Ÿ“Œ 0

โ€œ โ€˜Do we have enough money right now in the system to fully fund spaces for every 4-year-old in every Gateway City? Weโ€™re not there yet,โ€™ Oโ€™Leary said. โ€˜But the approach that weโ€™re taking I think is our best shot at figuring that out.โ€™ โ€œ

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 1 ๐Ÿ“Œ 0

โ€œEarly education advocates like Amy Oโ€™Leary, executive director of the nonprofit Strategies for Children, agree.

โ€œ โ€˜There are many families that are payingโ€ฆtuition because the CPPI grant money doesnโ€™t have that full reach,โ€™ assistant superintendent of Salem Public Schools Kate Carbone said. โ€˜We target [grant resources] to the families with the highest need, but the funds donโ€™t take care of everybody.โ€™

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 1 ๐Ÿ“Œ 0

"And, child care providers in cities that are participating say that while CPPI funding can be used for tuition relief, it does not cover every child fully."

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 1 ๐Ÿ“Œ 0

"Healeyโ€™s fiscal 2027 budget asks for another $32 million for CPPI with a โ€˜pledge to achieve universal pre-kindergarten funding in all Gateway Cities this year.โ€™ But seven of the 26 cities have not applied for funds through the CPPI program.

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 1 ๐Ÿ“Œ 0

โ€œThe legislature has so far allocated about $60 million for the Commonwealth Preschool Partnership Initiative (CPPI), the main state grant program through which universal pre-K expansion is funded.

27.02.2026 12:01 ๐Ÿ‘ 0 ๐Ÿ” 0 ๐Ÿ’ฌ 1 ๐Ÿ“Œ 0

"At the center of the proposal was a lofty goal: By the end of 2026, every family of a 4-year-old in the stateโ€™s 26 Gateway Cities will have the opportunity โ€“ at low or no cost โ€“ to enroll their child in a preschool program that prepares them for kindergarten.

โ€œEstablishing universal pre-K for children in Gateway cities has been a priority of Gov. Maura Healeyโ€™s since she announced the โ€˜Gateway to Pre-Kโ€˜ initiative in January 2024.
