It's not impossible that some of the pre-production art made the rounds, given Amblin's lot is right next to Universal.
Ever since Epic Mickey I've seen a number of fan redesigns basically asking "What if Oswald was designed for the 40s, 50s, 90s, ect." It feels somewhat bizarre to see that such redesigns were attempted in an official capacity at one point (many looking similar to fan redesigns I've seen).

I was shocked to find out these originated from 1991 and 92. These were made pre-Animaniacs but the Oswald design here very much screams "We want the next Yakko Warner."
