The peninsula that creates the larger bay (which is Croatia) is connected to the rest of Croatia by an impressive bridge.
The driving route above goes over this bridge.
The city of Noem Bosnia is like a mini Riviera.
However Bosnia's access to the sea isn't a river, it's a bay off of another bay. (I can't find names for either bay...)
Yes, there are quite a few land locked nations that have access to oceans/seas via navigable rivers.
Paraguay is a great example.

You can drive from Split in Croatia, down the coast of the Adriatic Sea, to Budva in Montenegro, without ever entering Bosnia.
This fact alone should make it a land locked country. It is surrounded by Croatia along the Adriatic Sea.
Did you know that Bosnia is both a land-locked nation
and NOT a land-locked nation at the same time??
