Romans didn't use Arabic numerals (the "0-9" system we use today) - they used symbols from the Latin alphabet. Numbers are written from highest to lowest, adding the numbers together; III (3) is I+I+I (1+1+1), while VII (7) is V+I+I (5+1+1).
For certain numbers, Romans used โsubtractive notationโ, where the first number was taken away from the next, like "IV" for four (โone less than fiveโ) and "IX" for nine (โone less than tenโ). It's thought that this was for efficiency and clarity - much easier to write "IX" than "IIIIIIIII" when you're carving in stone!
