Well, a scene doesn't have to be long, but the flow is just more fluid if you don't show one sword impact for a whole 1 or two seconds but add the movement (swing of the sword) before and after the impact as well.
That's true unfortunately.
A lot of times, these scenes felt like a diashow where you see 3 frames of the character with the sword (hair was moving), 3 frames of opponents standing ready (breathing and hair) and then 4 frames of the character after he landed between them and them being cut all over.
Honestly, the art style was alright. I didn't mind that too much, even though the Manga was a little darker.
The animation was barely animation with even the action scene being merely 4 different frames (or at least how it felt) and it didn't even start with the first chapter.
It was a bit of the direction as well as the fact they left out a lot too.
They even left out the first few books where some introductions were happening originally so the anime felt pretty incoherent from the start.
A ton of work goes into art and animation! Many artists I've worked with proved it over and over again. Though I doubt the talent sees much of the money from the industry for their work.
That's also why I'm happy to see the rise of so many independent projects!

A black screen with white text is annoying in Genshin but I wish my work was like that. Leave home, wie text on black screen "you work through the day", a loading screen for a minute and I'm back home.
