But because this is about people's homes, communities, heritages, and, most importantly, money, Warren's plan, which gets high grades from all the experts, sits on a shelf unimplemented. Meanwhile the water encroaches further every year.
The plan is to buy out those in the flood zone while simultaneously building attractive, affordable housing on higher ground so they have somewhere to go. Few if any managed retreats address that second problem of where residents should relocate.
