I read the 1,036-page bill late last night. The House watered down the reforms and almost entirely divorced revenues from anything transportation-related. It’s better than nothing but it’s also disappointing.
Call your reps: what passes tomorrow needs to look more like the Senate’s than this one.

CTA is maxing out its current lines of credit to get the Red Line Extension done. It's issuing $2.75B in revenue bonds with 35-year terms at an estimated 5.5% interest rate. These are backed by the RLE TIF district and sales tax revenues but between the two, only $1.7B currently has backing.

How did the RLE go from $3.2B to $5.75B in seven months? Significant increases in engineering, project management/development, stations, site work, contingency, and debt service. Increases are so drastic–that they seem like errors, have inflated the cost by 58% and led to $473M in debt service🧵
