localizing it feels like it's in the same means-testing zone where any lift you get out of it washes out to me. like yes you're dumping cash in cheap areas, but assuming people actually want to spend that money either they'll leave or they'll end up with half-decent infrastructure there

tbh the thing that pisses me off is that it kind of only makes sense as a federal law; if you don't control your currency issue it's a lot weirder to offset, since you have to, like, literally raise taxes dollar for dollar give or take

maybe add a repeal of that into the thing? idk man, whatever fuckery the tax code has going on for expats is an eldritch horror. i might try to fix it tomorrow

this may need fixing to match the tax code, there's some difficulty with excluding "i spend one month in the US and then live in Thailand on my UBI" while not taxing-but-not-paying people
