Your response to Americans abandoned by their government in conflict is to assume they are tourists and ask how dumb they are. Those people include students, people visiting their families, people making religious pilgramages, people seeking affordable medical treatments, and more.
Thinking that all Americans abroad are tourists, rather than having diverse and complex reasons to travel or live abroad is a mistake.
Systematic oppression has been part of the US since its founding (and before). I think the imperial boomerang is relevant when talking about the weapons of war militarizing the police, but the cruelty is not new.
