I'm curious to know if this is a fact or a "norm". Seems to me this is a potentially great way to raise huge funds for pet projects.

Can someone explain to me specifically to where tariffs (taxes) are allocated? Do they go into a general fund or are they provisioned to something specific?

I completely agree, thinking about cell chemistry alone miss the fact that the whole infrastructure is necessary, unglamorous things like cabling and bus bars, to software, maintenance and repair, etc.
