Bring major streaming services into line with TV rules on harmful content. Ofcom will consult on the detail of the Code in 2026. Work with the advertising industry and others to develop options for addressing harmful content monetisation. While the Online Safety Act provides strong protections against illegal content and content that is harmful to children, bad actors can exploit and profit from the advertising-based business models that social media platforms are designed on, producing highly engaging but divisive content which can be unknowingly monetised by advertisers or by other means. The government has already convened cross-sector roundtables on this issue and will explore a full range of options.
