He is wearing a well-padded harness with a closed compartment placed on his back, from which a mechanical arm comes out of-the opposite arm isn't viewable at this angle. The arm ends in a kind of "hand" or gripper, made of two digits on on side, and one on the other, sort of like two fingers and a thumb. The arm is relatively thin, and looks to be used for lightweight tasks.

An OC. Every year on my birthday I draw one (it's not today-there's a post queue), and this year it was this one-first ever image of him. He's an uplifted dog

(They're still working on the harness/rig tech during his time, which is convenient as someone inexperienced in drawing such)
