I started with Dijkstra’s algorithm as a base, then added the logic for the various in game requirements - teleporters, moving platforms, enemy specific behaviour. After a lot of tweaking, here is a bot beating the first challenge level.

Maximus Mouse Bot AI Test (w/o debug info)
The Bot AI can successfully complete this challenge level (survive for 10 seconds), although he takes risks a player would avoid. The nearest safe space is good enough, for now there is no desire to get further from enemies.
The numbers on the platforms are debug information. They represent "danger". Enemy cats project the danger to the surrounding platforms, and the bot AI can then use that to navigate a route. 10 = no danger, 60 = best avoided, 1000+ = avoid at all costs.
