Yes, although it does rather undercut the logic of calling a Royal Commission if the event which was the trigger for the calling ends up being largely outside what can be inquired into
ToR expressly says (paraphrasing) "you are not required to inquire into anything more appropriately dealt with by a criminal proceeding" - so presumably anything about the attack just gets carved out
I don't recall victim-survivors, or indeed institutions, trying to argue for a veto right over commissioners to the Child Sexual Abuse Royal Commission, but I suppose there just wasn't that much self-entitlement around back then to do so

Indeed. The Law Council of Australia should know better - they seem to be suggesting that the RC could investigate "events leading up to the attack" without touching on the motivation of the attackers, which appears to be unmoored from reality
