Adding 82 million today is far far worse than in 1974. The numbers we look at, like growth rates in %, hide all implications in terms of impact.

Yes and when they calculate birth and fertility rates the total population will always influence the results. The higher the total population the lower the birth rate, usually from longevity or immigration
