The rising power today is a non-democratic country that sees it's own sovereignty as superior to that of weaker countries. A rules-based order that demand mutual respect among equals of all countries would at least be a normative constraint to real military/economic power. It is now gone!

In 1930-32, German mainstream politicians torpedoed a rules-based order in the attempt to prevent Hitler taking power. Doing so, they in fact facilitated his rise, as there was nothing left to stop his takeover by the time he gained the leadership position as part of a coalition. 8/
