Since x-ray tubes require a more purified and resource heavy level of purity, they will be watched. They're also owned by Health Services which is a pretty by the rules vocation.

Metals in general are regulated to a degree. Some more than others, tungsten would definitely be on the list of more regulated. Purity would matter. They're not so uptight that they're keeping track of every inch of wire. 1/2
It's possible there's a slight chemical difference between the two that I haven't dug up yet. But, ammonium carbonate can be reused. It weakens with each reuse, but that can possibly be treated as well.

I love the name, "Living Library." It's such a great descriptor. It's interesting to think about living with the memories of everyone apart of you, but you still have your own sense of being.
