I donβt think we should categorize examples where these systems are used by individuals for stalking or harassment as βmisuseβ of the technology. This is very much literally why the tech exists, and there are no meaningful ways these uses are prohibited.
For libs & archives that do this, I often ask, "would you ever actually take a patron to court over this?" They almost universally say no, so I say "then you don't need it to be a contract!!"
But for some the posturing feels important. (For an even smaller few, they would go to court.)

I am once again begging universities to take political action and support faculty taking action.
Instead of doubling grant-writing efforts, give faculty .01 fte for writing op eds and articles telling the public how important their research is.
Devote communications resources to the same.
