I think one of the annoying things about writers using Captain Atom as a government stooge and villain is that Major Force exists.

The set up is funny considering Tony was pretty anti-military and went against the government A LOT before that event happened.
Reed was also against any superhero registration back in the 90s, but I guess Millar and crew forgot.

But the way they've been used for ages has been terrible.
Jericho went from being a prominent Titan and great disabled rep to being a generic bad guy or a prop for Deathstroke.
Captain Atom went from anti-military solo comics to being a generic jarhead.
With no sign of improvement for either.

Sue Dibny gets raped for shock value and the aftermath is entirely focused on how it affected the men around her. The mystery of the book was also garbage.
