At the same time, use has been documented and continues in Ukraine and Myanmar. In 2025, Lithuania became the first state ever to withdraw from the Convention.
Nineteen years on, the Oslo Process stands as proof of what political will can achieve.
Stop the Harm. Stand up for the Ban.
Victim assistance saw targeted improvements in 2024, but funding cuts and structural gaps still limit access to medical care, rehabilitation and economic inclusion, particularly in Afghanistan and Lebanon.
Today, progress remains strong:
β 111 States Parties and 12 signatories
β 42 States Parties have destroyed 100% of their declared stockpiles
β 1.49 million cluster munitions and 179 million submunitions eliminated
β Clearance continues in affected countries
19 years ago, the Oslo Process was launched, leading to the Convention on Cluster Munitions.

Mr. Volodymyr pictured in the yard of his home near the village of Zarazhne in Kharkiv Oblast. In February 2022 he was injured in a cluster munition strike on Kharkiv city and now has no feeling below his left thigh as a result of nerve damage. The strike, he says, was the first instance of cluster munitions in the war. When you are injured from cluster munitions he says, there is no end. He is a beneficiary of HI with cash assistance. π The 2025 Report shows that the Convention on Cluster Munitions is making a real difference. In 2024 alone, States Parties cleared more cluster munition remnants than they did in the previous five years.
This is what humanitarian progress looks like: safe ground for civilians and their futures.
While progress is being made, the CMM Report reveals alarming setbacks:
#Lithuania became the first country ever to withdraw from the Convention
#ClusterMunitions continue to be used in conflicts in Myanmar, Russia, Syria, and Ukraine.
#Civilians continue to pay the highest price.
Discover more π
Since #Russiaβs full-scale invasion began, cluster munitions have caused over 1,200 civilian casualties in #Ukraine. Behind each number is a life forever changed, a family torn apart, a community living in fear.
π This is why the work to eradicate these indiscriminate weapons matters more than ever.
Amidst multiple instances of use of #clustermunitions in 2025 & #Lithuaniaβs withdrawal from the #CCM, @erinlynnhunt.bsky.social of @banclusterbombs.bsky.social expects states to speak strongly in condemnation of these developments in #FirstCommittee: reachingcriticalwill.org/images/docum...
2025 Cluster Munition Monitor is out now π£
Civilians β especially children β continue to suffer the deadly legacy of cluster munitions.
Every single recorded casualty in 2024 was a civilian.

On World Humanitarian Day, we honours deminers risking their lives to make communities safe from landmines and cluster munitions.
Mine action programs are underfunded, which means fewer teams in the field, slower clearance, and communities forced to live longer with fear.

CMC is celebrating βTo Margaretβ by Martina Musio and Campagna Italiana contro le Mine which won the 2025 Youth for Humanitarian Disarmament Multimedia Contest.
Dedicated to the life of Margaret A.O., ICBL Ambassador and landmine survivor, blending her story and voice into a beautiful work of art.
Cluster Munition Monitor 2024 reports that from February 2022 to December 2023, a total of 1,023 cluster munition casualties were recorded for #Ukraine. However, the actual number is likely much higher as many casualties go unreported.

In the previous months weβve heard every excuse to withdraw from these humanitarian disarmament treaties.
But there is no justification. Not for landmines. Not for cluster munitions.
