-pedestrian was a child or young person, and/or
-pedestrian was running to try to avoid getting hit by a driver
It is confusing. If she was crossing when the driver had a green light, why not failure to obey traffic signal instead of failure to yield ROW? If she was finishing crossing when the light turned green, how was the driver going fast enough to cause serious injury (EMS estimated 40 mph)?
"suspected serious injury" = lost (& regained) consciousness, broken right ankle, lower back pain, Pri2 trauma (urgent but not life-threatening), per EMS consult on the way to Suburban Hospital.

going west on Veirs Mill Rd/586 at Twinbrook Pkwy
hit & seriously injured a pedestrian (35/F)
crossing in a marked crosswalk.
Police (MCP2989003S) found the pedestrian at fault: "dart/dash"π, failure to yield ROWπ.
Go out and sniff the crocuses today, if possible.
E-bikes allow my friend to live independently in a car-centric city. If she didnβt have that, sheβd be relying on begging for rides, which is degrading and doesnβt make for great relationships (and also has meant she ended up in dangerous situations)!

If your goal is to get lazy people on bikes, then "Here is a bicycle that you, a lazy person, will love!" is more effective than "Stop being lazy, you lazy person!"
The latter is more effective if your goal is to castigate people, tho.

And when vehicle delay is a safety hazard, then removing vehicle delay is a safety improvement, and preventing vehicle delay is a safety measure.
