Having worked at GSFC for three plus years during/after the 2008 recession, this is hard to read and very sad. I was purely support staff but it was a joy working with scientists who were mostly doing exactly what they wanted to be doing, doing it well, and eager to share their knowledge.
If you could order people like pencils, maybe what you're saying would be possible. (Maybe.) But people run their own lives and bills need paid.
I'm also sure that many former civil servants are unwilling to return to work for this govt, esp. subject to new mgmt, background checks, etc.

FWIW, my insurance wouldn't pay for a booster it said I didn't need because I was vaccinated as a child.
But it DID pay for a titer test when I asked how they could know it was still sufficient. 🤷♀️
