Having worked at GSFC for three plus years during/after the 2008 recession, this is hard to read and very sad. I was purely support staff but it was a joy working with scientists who were mostly doing exactly what they wanted to be doing, doing it well, and eager to share their knowledge.
If you could order people like pencils, maybe what you're saying would be possible. (Maybe.) But people run their own lives and bills need paid.
