I despise how my brain goes "I'm sorry, but you've met me at a very kill myself time in my life" every few weeks, to the point where I won't leave my bed for actual days. It's cyclical and exhausting. If you don't hear from me, it's not personal. I'm probably just cycling again.

I was using Rebecca as an example though. She is one of many. You cannot, in good faith, make up your point around that narrow of a scope. You don't have the stats and are making "a bet" on an argument that I already touch on in the video anyway. I can't take your point seriously here.
Just by running Resilience, Sprint Burst, Deja Vu, and Botany Knowledge, you already have a decently strong and - by my numbers - a relatively popular build without spending more than the base $20 on the game. How is the grind not partially at fault here?
That's the thing though: why would you bother with experimenting with more perks if they're so far out of reach? Even if Reassurance isn't the most meta perk, it's still locked behind buying the RE DLC, and it's still locked behind leveling Rebecca.

An overview of Dead by Daylight's PTB patch notes for Update 9.5.0. Killer updates are listed for The Trickster and The First. Perk updates are listed for Fast Track, Hex: Crowd Control, and Self Preservation. Features are listed as including customizable aura colours, a fog vial update, prestige rewards, streamlined perk descriptions, and improved tooltips.
