This is unsettling indeed, and because of the political implications. The way the US devolves into competitive authoritarianism is with a media landscape that makes it extremely difficult for the opposition to get a fair shot at winning elections, and this is closer than many seem to realize.

As a person who's been involved in the development of numerous codes of conduct and an observer of shifting norms...offsite behavior should ABSOLUTELY be considered when evaluating abuse reports. It's common to organize harassment offsite, often very transparently.
