An information desk greets you when you walk in, where attendants stand behind metal screens and direct you to the various stations. On both sides of the doors are long, curving counters filled with books and papers behind which are filing cabinets, cases, and shelves with papers and scrolls. Rows of chairs await impatient bodies to sit in them, and several desks opposite them. In the rear is another waiting area filled with chairs behind which is another counter and several shelves of resource materials. Are they magical ability testing offices? Local government permit stations? Offices for the payment of taxes? All of the above? A single desk near the back sits near a spiral staircase to the next level. A receptionist there might direct you to the upper offices, the library, or the roof. In the center of the room is the lowest section of the clock tower, where a massive pendulum swings behind glass. A single restroom in the far corner services the entire floor, which is probably poor planning on their part when crowds gather.

The rear half of this floor contains two large meeting rooms, one with matching double conference tables, and one with a single, long conference table. Both allow access to an open area with two large tables and a water station (possibly for snacks, possibly for conference paperwork and materials, or both), and a reception desk also occupies the space to help direct attendees. A restroom sits behind the spiral staircase, which continues upward to the next floor. The clock occupies the center of the space, although the view of the internal workings are not very interesting at this level, but are visible behind the reception desk before the mayor's office.

Cabinets, barrels, and shelves holding cooking supplies, and a marble-topped table is stuffed with cookery books filled with tempting recipes. Tucked into a triangular corner is a matching cosy chair and footrest, as well as another bookshelf and hanging lamp to provide light for reading: the perfect nook for a book lover. Near the stairs, a door opens into a huge bedchamber. A table and dummy allow the doffing and easy storage of a suit of armor, and a nearby mirror is helpful when it's time to put the armor back on. A large circular rug is topped with a huge half-canopied bed (also in blue) and the remainder of the space is filled with storage chests, closets, and another shelf for books. It's possible whomever resides here has too many clothes. A door from the bedroom leads to a large batch with a wooden tub, wood-clad toilet, vanity table, and several small tables that hold towels and washing supplies. RPG map of a kobold lair lurking beneath the city streets. A ladder drops down from the warehouse above into a storage room and from there into a maze of old crates to a broken wall that leads into a winding tunnel. Several rocky outcroppings can hide lurking denizens to confront strangers. A mushroom patch grows in one corner, lit by a patch of sunlight streaming through the broken planks above and also lighting an old stone staircase that leads to an abandoned cabin and emergency exit. The final cave holds a firepit and broken furnishings salvaged from the city above.
