The phrasing of that reminds me of the Troubles, when organisations would be reported to have "claimed responsibility" or "admitted responsibility." That's a whole other level of denial at a distance.
Also, how profoundly sad it is to get to the point where you recognise the handwriting of individual civil servants so you already know what they're gonna say before you've even read the document.
